Rules
- The map must be designed for 1v1 with XPM tournament settings.
- All content used in the map must be opensource (GPLv2+), including the map source -- no exceptions.
- You are allowed to submit maps which were started before contest, so long as they were not fully released and of course are not remakes.
- No remakes.
- The logo/banner of the sponsors must be placed on your map (link: seperate, non-gpl pk3)
- You can submit multiple maps.

Judging
The maps will be judged by a panel of experienced duel players and/or developers on gameplay (70%), presentation (20%) and originality (10%).
XPM
You might have noticed that some servers run the XPM mod. As opposed to CPM, the physics and weapons are the same as on default servers. Instead it represents tournament settings. The biggest change is the 100/100 health/armor cap which means that you can only stack up to 200/200 using mega-items and shards.

It's gonna be a bit tough because you can not use cgtextures as a resource due to their license but the good old eX texture set will do the job as well.
They say "All content used in the map must be open source" and then continue to state "GPLv2+".
Since when is GPL a commonly used license form for in-game assets? I think you'd be hard pressed to find assets released under a GPL license specifically. Most assets are released under a CC license. A site like cgtextures have their own license, but it's roughly the same as some of the CC options you have, just not labeled as such.
It just sounds like an odd requirement for a mapping competition. In all honesty, under gunpoint, I'd put my money on someone writing up the rules without having any clue about licensing at all.
Also lol at their banners pk3. It's non-GPL. So how is it licensed then? Not to mention the contents. They are extremely high resolution images at non-power of 2 resolutions. These need to be resized/cropped to be of any use.
