Ron Paul is unmatched in congress, he's really the only principled libertarian there. One other republican congressman is nearly as libertarian as Paul, but not quite as consistent in his voting record from what I hear.

Obviously you don't have to be a libertarian to see his appeal though, in Texas the alternative (be it democrat or republican) would inevitably suck.
