My point is he's the public face and I don't think there's *any* power to his position beyond that, in reality.

well, its not looking too good as today's polls show that most people don't think Bush or the Federal Government bears much of the responsibility for the failures in the response...

I read somewhere that polls were reading 2/3 of the population thought the federal govt was at fault - leading up to it as well as the response.
