btw i'm curious - was this hurricane powerful enough to toss people around in the air when it hit the land? Are there reports of people getting tossed around, or were most deaths due to drowning in fast currents/collapsing buildings?

Bullshit. You shoot to kill in combat. In a situation like this you apply deadly force as a last resort, and you shoot to disable if you can. Not that that's very likely to happen.
