There's actually rules against taking a massive shit under someone's table, whereas (at least where we live) there's no rules against smoking on a terrace. One could even say smoking is actually encouraged by placing ashtrays and so on on tables outside.

Smoking in public in that part of the world may be legal, but it's still a dick move, and legal cover shouldn't be justification for doing something that negatively impacts someone to such a degree as secondhand smoking does in a restaurant. The shitting under the table analogy may be flawed, but you get the point. And I would argue the ash tray isn't a sign of encouragement, but one of tolerance. If they're gonna smoke, at least give them a place to put their butts, right? Don't get me started on just how much trash cigarette butts add to the system. And some asshole smokers who think the world is their own personal trash can, throwing butts out the car window and shit.
