Yes but none of this matters because Developers will overuse it just so you KNOW its there.
An example of this, is bloom. Used on EVERYTHING, and really, really, apparant. Why? Because it hurts frame rate. It hurts your frame rate whether its on one pixel, or every single pixel, the same. So, why not use it on everything! Woo!
Very few game developers are "over it" which is a shame. Add it to a few little things, and it looks fantastic. An example of this is some scenes in Halo 2. Things like lights, effects etc bloom, things like Miss. Marples Bright White hair do not. Thats good.
