Thats because to save on memory each alpha surface is actually using the same picture as the one above and below it. Results in this effect but also, because they have to think of limited ram, it results in this problem too. On a machien with more ram you could easily make a different effect on the surface for each channel with random alpha, but as i said, it would require more memeory to do so.
Odd, however, that they never used some sort of random perlin noise filter for the fur areas so that it used just a single pic but with random transparency.
