Dedicated server in SA

i have been thinking about it for a while and have decided I want to host a South Africa dedicated server... problem is I'm having problems with the config

When I run the "server" it tells me "Couldn't write q3config.cfg"

Any suggestions on how to fix

Make sure the q3config.cfg file isn't set to read-only.
