how to do shadows in q4 that still show with r_shadows 0 ?

I noticed in q4 on dm7 and ctf1 there are some places where you can see some big simple shadows even when you turn off shadows with r_shadows 0.

I was wondering if anyone knew how these were done.

Could you post a screenshot of the area in question? Hard to tell what you mean exactly.
