A rich Texas oil tycoon decided to airlift 80 dogs out of LA, big deal. Of course it's extremely insensitive of him, IMO, since there were still people trapped in the city, but whatever.

One is a City and the other is a State.
There is big difference there.

Plus when you fill in an address, it's not LA, CA.
It would go: Los Angeles, CA
and the other would be Batton Rouge, LA
