I can't remember what it was called, but you could run Q3 maps through it and produce that bloom effect. That's what I thought the scan was. Might have been Q3 ray-traced....hmm, getting old and befuddled...
Quake 3 ray traced looks really dark (it might be the renderer, but most likely the only light source in the views are spawned lights, not the lights from the maps themselves):
Quake 3 raytraced
If anything, it looks like Doom 3 (even though the technique is obviously different).

I stumbled upon a movie that might be your map viewer:
Quake 3 / Doom 3 Map Viewer
It doesn't seem to have bloom though (?)
[edit]This movie seems to be of an older version[/edit]

There is an upgraded version, Project Vision 2.0
The movie at the bottom of that page looks different from the movie above - it might be what you meant.
The colours still look off though, or that might just be the map itself.

Judging from the screenshots, it does make Q3 look prettier/different.

The program used for the first movie is Quake III Viewer.

Project Vision looks closer to what I was trying to remember.
@ Various peeps: Yeah I know bloom and stuff can be done. That wasn't what I said; there was a renderer around a while back that was producing screenshots with this kind of lighting from normal Q3 levels.
