If the lead projectile is still in the tip of the shell, then it is a live round that you don't go banging on. You can clearly see it just glancing at the shell.

If the casing had a BIG dent in the firing cap, where it was tried to fire and it didn't then I would consider that a dud, and I would move far away from it.
A bullet like that even if the powder is removed, the firing cap could still blow up, not safe.
And if the shell does fire the bullet is not going to go zinging off ricocheting off the walls like in the movies, you need a chamber and a barrel for that. It'll go somewhere but the real danger is he was holding basically a hand grenade that went off in his hand. The shell casing shreeding into fragments is what did the damage.
We have several 30mm dummy shells at work for testing magazines and belts. Live cap but no powder. They are filled with rice
And a 30mm shell is a big mofo

When dad was younger he lived next to an old salvage yard where they used to scrap old WWII stuff (he used to have a bazooka and still has some guages and bomb aiming stuff from a Wellington bomber). Anyway, he had a friend who got a shell from this yard, put a screwdriver against the firiing pin or whatever it's called and whacked it with a hammer, resulting in him minus one arm.

me and my brothers and cousins were in the woods once when we were little, and those woods were also used as a practice range for the army, so there would always be a lot of empty shells to be found there.
my cousin thought itd make a nice collection so he would search them out and take them home.
one time he found one which looked in perfect condition so he put it in his front pocket. it was like 35C in the summer and after an hour or so he had a hole in his pants and a 2nd degree burn on his thigh
it was a blank though since they never use live ammo for practice
