This is exactly what it is.
The gunman was identified as Man Haron Monis, who once was prosecuted for sending offensive letters to families of Australian troops killed in Afghanistan... "He had a long history of violent crime, infatuation with extremism and mental instability."
By reports, he has done over 500 hours of community service for those letters, and was recently charged with being an accessory to the murder of his ex-wife and for sexual assault. He is not a member of some radical terrorist cell, but a pathetic lunatic full of delusions and a history of violence.

Lol, another Sunni terrorist who conveniently happens to be Iranian—a country that regularly fights against Sunni terrorists—shows up at the right place and right time to drum up more fear, just in case people weren't paying enough attention to right-wing anti-Iranian warmongering.
