you sure about that? the Lords kept trying to put in amendments to government bills in an attempt to ram through the Leveson recommendations, and the government couldn't stop them. they managed to stop the defamation bill by doing that. basically, it's a kind of legislative hostage-taking

From what I know they can make recommendations and slow down progress but they can't flat out stop the bill without the commons consent, the lords are now appointed by the recommendations of the commons too, so it's just another level of bureaucracy.
