Quick question about phones

Some shit might of stolen my young cousins contract phone. He's phoned up the mobile company who have locked it.

My question is, even though its locked, is there software / some device that could be capable of unlocking it so he can simply replace the sim card with whatever...

He's got an idea who this person might be and if the answer to the above question is "yes", then i *may* know some of the people he may approach who go to my old school
