a defining attribute of a government is that it has a monopoly on the legitimate exercise of violence...

There is a real al-quaeda. The problem is that it's just been a small, disjointed band of malcontented extremists. Since 9/11 they have actually been able to recruit.

Still, I don't think they're responsible for a quarter of what they're said to be.

no...al-qaeda was a termed coined by americans...based on international terrorism...not a real group...
