Seems to be. A dashed line means you can overtake a car in front (as in going onto the right-hand-side). Sometimes you will get like a dashed line on one side, and a solid line on the other (both in the middle of the road) the side that is dashed is allowed to overtake but the other side isn't. Usually done on bad corners, etc.

A double yellow on the side of the road means no parking there.

I didn't know that, we have red, white or yellow curbs that tells us that it's either no parking or loading zone only.

red = no parking at any time
yellow = parking limited time only
white = loading zone
