Stumbled across this terminology on PQ, and realized that I'd seen it before but I have NO idea what it means:

I assume it's a map in which the defense is heavily over-powered, thus implying that a turtle strategy (stay in the base and protect the flag) would be used most often. Maps that provoke over-intensified defense strategies often lead to bad gameplay due to the inability to succeed with offense.
I am unsure as to if I am right or wrong, but that's what I would say it is. Hopefully someone else can verify and/or clarify.

Turtle mapping and Speed mapping are variations of a mini-mapping competition.
Both have some kind of time restraint, Speed Mapping is usually an hour or so while Turtle Mapping can be a week, month or even longer.
Usually these competitions require that all of the maps follow a set of rules or guidelines - a common theme, map size limit of 1024*1024*1024, brush count limit, common texture set, etc.
Map-Center & Levelmakers had some weekly speed mapping events going, Splashdamage currently has the fifth "Scene on a Theme" contest going for Enemy Territory. Other sites have competitions going as well.
Most of these are for fun and the only prize is the accolades from your mapping peers.

The last one was the Map-Center Turtle Mapping session. There was alot of good maps in that one...though I don't even think that site is open anymore.
