if we're talking original soundtracks then i'd have to go with marble madness, gyruss (the nes version) and the sonic series. sonic 3 had some of the greatest music ever. i used to get to that snow zone and just let it sit there and play.
otherwise games like wipeout, extreme G 3 and the ssx series had some pretty bitchin tracks.
edit: and super metroid has one of the best atmospheric soundtracks i've ever heard.
double edit: and the best rpg music has to be secret of mana.
The Elder Scrolls series, the first Knights of the Old Republic, and Deus Ex come to mind, in terms of original, atmospheric music. There are probably more I like, but my brain is a tad fried

Catchiest game music ever was in Bubble Bobble; although the music from the first level of Castlevania on the gameboy is still stuck in my head after about 15 years...
