LAN bandwidth restrictions

P2P software on my roommate's PC keeps resetting its upload settings (I'm guessing when it updates) and then we end up having almost no download ability because he has our upload pipe maxed out.

Is there any policy or software I can setup so that no matter what, no one can upload more than 15 kbps from our LAN?

that wouldn't be a wise idea, as that'd be as if all the rest of the upload bandwidth (cap minus 15) was being clogged up.

Lots of routers support QoS/bandwidth limiting now days.

One way you can do it is by routing his connection to the internet via your PC, and limiting him from there. Of course that means that when your PC's off he can't get on the net, but that's an option.
You'd do that with a program like WinRoute Lite, and set his PC's default gateway/dns servers to point to your PC's IP (you'd run winroute on your PC)

Alternatively you can install NetLimiter on his PC and password it, if he's savy enough to reconfigure it.
