Q3A - How To Make Flickering Lights?

The title pretty much explains this one. I've seen them on several Quake3 maps and am curious as to how it's done. Some have been subtle orange flickers within hallways lines with torches, whereas others have just been bright-white flashers, like a dying fluorescent bulb. I would imagine they're all accomplished in a similar manner...
