"Under the principle "Responsibility to Protect," the UN would have the power to intervene in a country where a despot or other wayward strongman is directing or failing to prevent attacks on civilians.
Canada has been pushing this principle since a Canadian-sponsored commission articulated it in detail in a 2001 report later presented to both Mr. Annan and the UN General Assembly.
It is a radical idea compared to current international law, which states through the UN Charter and other documents that countries are "sovereign" and are on the whole entitled to be left alone unless they are threatening the security of another country."

Canada has also lobbied hard over the years for stronger human-rights enforcement by the UN, and lamented the almost farcical situation in which the UN's Human Rights Commission is made up of a large number of human-rights abusers who conspire with one another to avoid condemnation.
