Hmm, read somewhere about germany wanting to record all internet traffic for one year to localize terrorists or something. Maybe it's the same thing

Freedom of speech isn't guaranteed in all countries.
Furthermore, it has been explained again and again in courts of law that there are certain types of "speech" not protected by aforementioned freedom.

So, yes, they probably do have a clue what it means. But that doesn't mean they will, necessarily respect it...the problem is that this will probably target more than just terror groups, and will likely have an impact on people who are not associated with terror.
