So I figured out what the Turbo key does. (Stupid)

If you have a turbo key on your keyboard, press Turbo+F11 and it locks the keyboard (I also have a keylock button. Really handy.) Turbo+F1-F7 make the repeat rate go from slow to fast.

All these years of wondering, and now - what a let down.
