Once you learn the patterns and ways to survive the big waves, you can get through the whole mission without dieing once. That's what happened to me. I died 3 times in the first 25% over and over, then made it halfway, then figured out ways around the carnage and got through with all my lives. Granted, it takes an ungodly amount of continues, but it's doable. Level 9, on the other hand, is kicking my ass.
I was just about to make a post about this. 
Up until level 9, I had been using Level 2-3 shields, Level 3 Homing Missiles, and Level 1-2 Lightning. I found that I spent more time watching my own ass than looking at the enemies firing. This way I don't necessarily have to AIM at the enemy to hit them, and it worked well until level 9.
Then I found an effective trick. Get the Flak Cannon to level 3, and fire your attacks close to your tank, right above it. It essentially gives you an additional shield that will destroy all the enemy fire coming at you (except for the purple shit, of course). Using this method I was able to beat the game, all the way up to level 20.
The biggest problem I came across were the tanks that shoot purple shit and bulldozers that attack from the ground.

yeah, the flak cannon is pretty nice... :icon14:
i had under-rated it when i first gave it a whirl... its pretty useless under lvl2.
but at lvl 2 or 3 its quite useful.
its exceptional for killing helicopters and satelites... and most importanly cruise missles and A-Bombs.
the little defensive balls i find quite useless though... the only thing that kills me are the energy balls, and thats all they don't block... so, like in most shooters, the best defense is killing everything in sight before it can shoot.
i thought lvl9 was actually easier than 8 or 7... once i figured out how to kill the dozers without driving head long into them. (god that game would be so much better if you could move left+right on the keyboard and fire with the mouse)
i think you underestimate the lazer though, its quite the killing machine... even at lower levels it tears up tanks quite nicely :icon14:
btw. here's my high score's ATM.
