Someone please explain to me why you would take the hub caps off those steel rims? I've noticed that all the ricer's who can't afford alloy's ride around without hubcaps on, and it looks incredibly ugly.

I'm not sure. I know the reason many "ricers" use stock wheels in the winter is to keep their expensive wheels from getting salt damage. Plus the ultra-high performance tires aren't snow rated.

I'm pretty positive its been rolled. Look, the car wasn't wrecked that badly, the frame was pulled back into the original position, so it was fine. Everything was fixed and the car passed an obligatory inspection. Unless the car was crashed so badly that the frame will never take the original shape, the only downside to salvage cars is the resale price and sometimes water might leak inside the car.

It didn't have hubcaps when I bought it as you may see, so why bother buying them.

I dunno why they do it in the summer, but yeah... performance tires will kill you if you live anywhere with snow. I change my wheels during the winter, and last year, two of the hubcaps cracked and fell off, so I just took all four off. Now my wheels look like shit, but I haven't gotten around to replacing the hubcaps. After all, I'll just switch back to the alloys again in a month.
Yesterday I saw a riced-up civic with ~17" alloys on the back and ~15" steels w/o hubcaps on the front.

He must've just come back from the 1/4 mile... or wanted to look like he did.
Nah, because why would he have them on the front? I'm pretty sure it was because he needed winter tires on the front in order to drive, and still wanted to show off his big rims.

Because the civic is a fwd car and if he has a serious all motor or turbo setup, then it will spin like mad and 17" low profile performance tires are more expensive that 15" shit tires.

I bought the 16 spoke 15" Integra rims but then I realized that the 195/50R15 tires are rare and stupidly expensive, so I just kept the steelies since whats the point of getting 14" rims.
