Not to compensate. In the exact same budget document, he is cutting education by 28% as well as volunteering public land sell-offs to "raise money for schools."

It's a complete lie, as are most of his explanations for why he is selling out everything American to the highest bidder.

give developers a lease. 20, 30 or 50 year lease gives devs the time they need and prevents them from cashing in on future land sale and fucking the general public in it's traditional use.
