well, my good man...
the best place is in the very end of the game with those dudes in the pots. but once you go down to those guys you cant go back up.
otherwise from what i remember the best bang for your buck is on that island with the little cactus dudes. if i remember correctly they give you the most exp/ap per time ratio.

Nooooooooooooo! I tried that once, jsut for the hell of it. Gave myself level 99's with all ultimate weapons at the start of the game... BORING AS HELL, not even funny anymore...
The best part of the game is the leveling up! Its great because you cry and moan when you first start because of the shitty little battles but later on they dont come enough, you have to use material to up your chance of fighting
