Great game, it's identical to ps2 gta3 in terms of gfx (there is still texture loading at times, and slowdown here and there, but even the pc gta3 had that, so shut up odium).
It's not dumbed down like you might think, it has a ton of missions, side-missions, the main character talks, lots of dialogue. Has the nice car light effect from vice city, and you can blow out tires. Cops are really bitchy now too as they set spike traps. The only thing missing is no airplanes and you can't swim. Oh and it has bikes.
But still damn good.

Yes it does, but you know they have that version swapper now right? I sacrificed homebrew and emus for a while when I play this. Oh well. But I'll go back to 1.5 after I get bored with it.

The reason it will NOT work on anything less than 2.0 is because the game's movies are encoded in avc format, which is IMPLEMENTED in 1.5, however 2.0 is the first firmware version that allows you to use the format. The game checked the firmware itslef, not just the version.
You can either buy the game, or wait until homebrew is FULLY capable on 2.0, as of now, only things like snes tyl, nester, RIN, and some other programs will work on 2.0 (Using the EBOOT loader)
Well I knew Sony would do this that is why I downloaded and have a file of v2.0, seeing as now they have 2.5, so I could upgrade, play GTA:LCS till I finished or was bored and downgrade to 1.5
