All seeing eye

Is there a way to update ASE so that it includes Q4 in the not installed list and shows up Q4 servers even without having the game ? I click on 'Update Eye' but it won't connect.

They haven't updated ase yet to support Q4.

q4 isn't supported yet. When it does, you should be able to go into options, select q4, and point it to a random .exe, and you'll be able to browse servers.
