I hope a parent sues them for counselling a minor to commit credit card fraud in order for him to simply gain access to a game and info on it

I think you misunderstood. The point being that credit card verification would probably only work for US credit cards, and not ones in many other countries.

Effectively making the offical Quake 4 information US-Only, which would be absurd for a game shipping internationally.
Not only that, but in the UK/EU the game won't be rated 18+ (here in the EU, Quake3 was rated 15+ while it was rated 17+ in the US)

Also, I wonder, what does a credit card prove? I mean, you don't have to be 18 to legally be able to own a credit card right?

Exactly. Many adults also choose not to own one so that excludes them from doing something as simple as looking at the Activision product line.
