Bush's declaration of emergency only covered the northern parishes of the state?

I haven't had a chance to go through the list and check all the counties/parishes, but it seems accurate at a glance.
If so, surely it's not possible for anyone to really be this stupid. What in hell could they have been thinking?

The southern part of the state is the part that actually touches the ocean, where the hurricane was coming in.
