From my closest Invention Idea would be that since it is hot and humid in most of the areas flooded...
You noticed all the water we can get from an ac or air deshumidifier?
Put some special filters in them.
It's unbelievable the water that come from these devices...Put them on a larger scale like an industrial ac or air deshumidifier.
You will be surprised how much water we can harvest from them and if the electricity isn't available, they can work on solar power.
I thought about this idea while living in Fla for a year in 1994 and I thought this could be usefull in places like Africa and the like.

This "investigation" is the inevitably result of media outlets relentlessly and unapologetically bashing the president and the so-called "lack of federal response" efforts. How the fuck would you feel if the entire media conglomerate was bearing down on your ass for days on end?
FFS, doesn't it take a couple/few days to access a situation like that? I don't think everytime there is a hurricane Bush immediately jumps to his feet and proclaims, "Hark! A hurricane has reached the mainland! -Let's send 50,000 troops to stabilize the situation!". No, he would'nt do that because 98% of the time the situation is not critical and can be controlled on local level.

If you're being serious, then you are oversimplifying. Of course it takes days to assess (that's the word you meant?) the situation - but that doesn't mean you should wait days until you start allocating resources.
In a disaster like this, the first thing you want to do is immediately flood the place with experienced people who can work on their own to help everyone affected. You can take time to assess the situation after all the survivors have been evacuated and people are no longer in danger.
I didn't see anyone waiting days to evacuate people from the WTC towers. Imagine if 1000 firefighters had shown up at 9/11, and FEMA officials were standing in a ring around the building telling them no one needed any help. That's what happened last week in NO.
