I'm not sure how it works but you can impeach anyone you like that is an elected official. I think that after the president and the vp are gone the Senate elects someone to fill the position. I forget which president was elected that way...might have been Johnson.
There would be absolutely no sense in impeaching Bush if you didn't impeach several others at the same time, including Cheney, Rumsfeld, Feith and Rove.

ok, so let's say bush is impeached, and replaced by whoever. result: everyone is deluded into believing things have changed and a glorious new dawn has broken, while the institutions, the mindset and policies remain the same
political change is never about just replacing one individual with another. it's about changing the political culture that makes it possible for certain kinds of people to rise to high office. i mean, i don't like bush any more than the next sane person, but focussing on him is just pseudo-dissent
Well, the only thing is that impeachment doesn't mean leaving office, Clinton was impeached, and he stayed in office until the end of his term. What you need is to force a resignation, as in the case of Nixon.
