Some of the poorest living conditions in America are there. One house has a lean-to that is made out of thick cardboard. I've seen it many times over the years and I suspect someone is living in it.

7th and Durango St. are like Baghdad.

It's pretty bad. There are only a few other places in Phoenix that come close. The Mexican zones around Sun City remind me of Compton: 1992. Any pocket of Mexican civilization in Phoenix is a dump.
They're a decaying force that occupies the central parts of the city and spreads outwards. What was once a beautiful suburb on the edge of the city is now infiltrated by their perpetually trashy way of living.
"I'll work on my car for twenty hours this week, but I won't pick up the beer cans or cut the grass."
They contribute to the mental decay of society. What goes through your mind when you pass one of these zones? For me it's something like this.
"Man, these people are out of their minds. Why can't they make their environment not so much of a disgusting distraction? If they throw empty motor oil containers on their lawn, what does that say about them? Why do I clean up after myself when they won't? Do they think they're better than me? We all breathe the same air. Why can't they complete the simple tasks that make us human? And that Chevy truck... How did it pass emissions when the exhaust looks like a thunderhead? Those poor kids, there are so many of them... They're going to grow up in that undertowing culture and lose any ability to rise above the rest. More fake la familia gangster thugs with stupid looking cars stinking up the joint, somehow affording expensive accessories when their job is trimming the trees... Hey, guess what? Just because you're four feet tall doesn't mean everyone else is. I don't like branches nearly lashing me if I'm biking on the sidewalks. Don't stop cutting the branches until there is a seven foot clearance you lazy imbecile."
