how to make an rss feed

Okay i am supposed to make an rss feed for a friend's message board. I don't ever use RSS (i hardly know what it is). Any ideas on where to start or how to do this? i'm somewhat overwhelmed any help would be great

It's just XML formed in a certain way. Plain text files containing news headers and http links to the real article. Optionally also a summary piece.

There should be RSS rules available widely on the net.

wouldn't an rss feed for a bb be a bit overwhelming? is it just for new threads or will it include updated threads? or just select threads like here: http://www.interlopers.net/
