Modifying a car is not an inverstment, you always lose at least 80% of how much you spent on the mods. agreed. anything apart from tried and tested minor modifications are a waste of money unless you plan to keep the car for a long time.
i wouldnt buy it, just cos i wouldnt trust it not to break, not knowing how hard the previous owner had driven his tuned up car.
