Grappling Hooks????

I have been a newbie for about 2 weeks and I am really enjoying the online games. However everyone seems to be bouncing around on grappling hooks and I don't know how they do it. Where do you get them from and how do you use them?

I know someone has asked a similar question and the answer involved mods but I just don't get it.

In vanilla Q3, you have to start the server with cheats enabled and then give yourself the grapple:

/devmap q3dm1
/give grappling hook
