war criminals? MASCAL's happen all the time, Tampa just had one for a dirty bomb going off in the port, a bunch of high school students dressed up as casualties..

Why would they be war criminals for preparing for actual possibilities?

The article states all that they prepared for was an airplane to land on/near the pentagon since it's like right next to the airport. Not that a plane would be used as a weapon.
