What does this mean? They can't be shutdown?

I'm not an expert on the BT protocol anyway, so tell me if I'm way off base here... Doesn't this mean that each .torrent file will contain information to locate peers? Because that's what the tracker was used for isn't it? If each .torrent has information in it for all the peers, won't that
A) Make the .torrent file bigger the more peers there are
B) Make it much easier to find the individuals who are up/downloading all the data

Oh so it automatically creates a tracker on your pc everytime you download and seed a torrent.
I thought it meant the .torrent file itself contained the tracker information.
That sounds pretty sweet. Although TBH, I'm still not sure exactly what information a tracker contains, aside from the generic description that it lets people know how to find the other peers.
