Yeah, as in watch my frien bill on his webcam just from his IP, not over MSN or anything.

Only if the camera is set to publicly broadcast. A lot of cities and schools have security cameras that auto broadcast publicly. I believe there's a way to search google for open vid cams.

If it is not set, you would have to go the old fashion way of using Sub7.

Just as I thought, you can use a webcam trojan that will take the webcam data and transfer it to you through an open port. I'm guessing that it can get you into trouble though:
