If you have ever been in south east Asia you'd know 'safety regulations' are pretty well non existent. I still remember the bamboo scaffolding on high rise construction in Hong Kong.

What Transient said. The article i found it in mentioned about 25% of China's economy is linked to building real estate, which is a staggering amount - even a tiny shrink in growth would have enormous consequences for a lot of people. Hence dueling bulldozers (that apparently aren't actually bulldozers).

They're front end loaders, or bucket loaders, and they're used to scoop up material. Bulldozers have tank tracks and are used to push shit around.
