Oh they have some leverage, i think Turkey depends on Russia for their natural gas for instance. Also, tourism of course. Which means that the Russian rescue chopper that was forced down was very likely made to do so by an American supplied and manufactured missile, probably delivered to the rebels by Turkey.

Then there's the rumours of the oil smuggling business playing a role; Russia complained a few weeks ago that this major IS cash cow wasn't being handled by NATO at all and supplied evidence to prove it. NATO has since made a point of killing fuel trucks, they shot up a few hundred in a week or something. That oil mostly went to private individuals in Turkey, and the son of Erdogan is apparently in on this in a major way. Unsubstantiated stuff for sure, but the son of the sultan has been linked to dirty dirty things before, it wouldn't surprise me at all.
