A great, objective assessment

This article details a couple things I wasn't aware of, and does a great job of standing back and not assigning blame, as much as pointing out the multiple levels of failure that occurred, and a little insight into why.
But I still say that Bush is indirectly responsible for FEMA's failures, because of the way he under-budgeted and badly organized it, as well as appointing people who were completely inexperienced to handle such an important amount of responsibility.
