Weird connection problem

A friend of a friend has a very strange problem. His connection is suddenly very slow and nothing he does seems to remedy it :/
Hey all. As some of you may have noticed, I’ve not been on for a while, as the connection problem has reared it’s ugly head again. Happened over a week ago in PoK, got terrible lag so re-connected. Upon doing so I got a connection speed of 19.2kbps. Tried several times and this is the best I got. Switched the second comp off, re-connected the host and it was back to 45.2kbps (normal) again. Problem seems to be when I have both comps running from the one connection. Shame because up until this point, it was the best it’s ever been. Furry and I could port and zone together without any LDs.
Anyway, I spent £50 on new network cards and cables, no solution. Another £30 spent on a new modem, even worse. Does anyone have any idea what the problem could be? The host comp is now running like a slug and takes ages to boot up. Could it be a worm/virus? Any help would be very much appreciated because at the minute I’m close to cancelling my account.

So from what I can gather, the ISP have check the connection also and it works to spec., so I'm out of ideas.

Anyone here have any clue on what might cause this?

LIke he said, if it's only that one pc that causing problems check for viruses spyware ect...

He's done that. Also reinstalled Windows, but still the same thing :(

I had a problem like that with Comcast here in the states. Out of the blue, my pings went from 40-50 to 130+ on servers not that far away. Downloads sucked, etc. Talked to them, but they said that my performance was still within their 'guaranteed' level. I gave them tracert info, etc., showing them that there was 1 hop that was consistently bogging everything down, and that this hop was on their network...and they did nothing at all.

After 3 months, everything suddenly was back to normal - out of the blue again.

Strange. But they had a guy there and tested it and it was ok on the test PC. He's also running another PC there and it has no problems.. Only this one PC.
