It's been a while since I learned about it, but it has something to do with how quickly cones can "reset" themselves after being subjected to intense light. The cones become "fatigued" and are unable to reset themselves quickly enough to respond to the next dot. IIRC, it has to do with the red dot being replaced with white (if you watch carefully, when a dot disappears, it becomes brighter than the gray background). I think this has to do with rods and cones interacting, and how rods can reset themselves quicker than cones. As I stated in my first post, as soon as I look at the page I see a green dot looping around the circle. Pho appears to have the same problem. It wasn't until I read the description and then did what I described above that I could actually tell there wasn't anything there. And I could still barely tell it wasn't there.
