It's meant to keep collateral damage low
The 'cos they did it' arguement never really holds water either, especially when this could be another bad turn in terms of tactics. This approach has the potential to cause many times the number of innocent casualties that we are already seeing n all and no one really appears to give a shit about this either, i'd say less than Obamas drone strikes but it's still early days.
It's nothing more than a show of force and to bolster public opinion anyway, the US (or Trump) will not be pushed around by Russia or NK.... AMERICA !!!
