Texas just earned the dubious distinction of having the largest prison population in the country (163,190), surpassing the prison population of California (163,067), which has 13 million more citizens than Texas. The Lone Star State has more than 700,000 of its citizens under criminal justice control.

As a comparison England/Wales has nearly 3x the population and only 80k incarcerated.

Aye I think when you kill someone it's classed as a homicide it's just wether it was an accident, justified or illegal. Am I wrong ?.

So who decides whether it was justifiable or not? A judge, I may hope. Or is it a case where the warden decides that if the deceased was black, it was probably justified, namsayn?
And is this a legal concept that is applicable to non-inmates as well?

And just for giggles, the amount of deaths in California in custody is about the same as Texas. Just under 7000.
