If you have ever been in south east Asia you'd know 'safety regulations' are pretty well non existent. I still remember the bamboo scaffolding on high rise construction in Hong Kong.

The article i found it in mentioned about 25% of China's economy is linked to building real estate, which is a staggering amount - even a tiny shrink in growth would have enormous consequences for a lot of people.
