I wonder what kind of hurdles it might be to obtain/work with such an old IP...

Raven is owned by Activision, which I'm just gonna assume has all the saying in what happens with all IPs and development of any product, new or old IPs

Again, IPs are owned by the publisher not the developer.

So Zenimax probably.
